Chief Minister Pema Khandu on Monday said that the Arunachal Pradesh government is moving towards the implementation of a robust, IT-enabled Inner Line Permit (ILP) system to strengthen monitoring and enforcement mechanisms across the state.
The Chief Minister stated that the upgraded system will enable authorities to efficiently track overstaying visitors, expired permits, unusual travel patterns, and real-time entry and exit data, thereby preventing unlawful stay and misuse of permits.
Emphasising the broader objective, CM Khandu said the initiative is crucial for ensuring security, strict adherence to the rule of law, and safeguarding the rights and interests of indigenous communities. He added that technology-driven enforcement would enhance transparency, accountability, and coordination among agencies.
Referring to earlier data, the Chief Minister noted that nearly 5,000 illegal immigrants or unauthorised visitors were detected and deported through ILP checks between January and mid-November 2025, with all actions carried out strictly as per due legal procedures.
Meanwhile, civil society organisations, including the Arunachal ST Bachao Andolan, along with APIYO, IYFA, and ANYO, have consistently raised concerns over the protection of the state’s tribal identity.
These organisations have been demanding stricter ILP enforcement and more effective measures against illegal immigration, particularly in the capital region and across the state.
The proposed IT-enabled ILP system is being viewed as a significant step towards addressing these long-standing concerns while reinforcing the state’s commitment to protecting indigenous rights and demographic integrity.
